One dwelling with a detached outbuilding

Back in 2018 there was an application to construct a smaller detached dwelling on this site (18/02349) to which we objected. The application was subsequently withdrawn. This earlier application was supported by a Flood Risk Assessment and Sequential Test which are conspicuously absent from the current documentation. This proposed dwelling is significantly larger than before and includes parking provision etc. on a lower ground floor level. The site is situated in a vulnerable area within Flood Zone 3, in close proximity to Clappers Stream. It is singularly unsuitable for below ground level development.

Although designated as situated in Ray Mill Road East, the proposed dwelling is fronting Woodhurst Road. It is over-large for the land area, although the plot boundaries are not clear on the submitted site and location plans. The cramped development is compounded by the inclusion of a proposed detached outbuilding to the south of the main house – the intended use of which is not defined. It is assumed that because of the lack of space surrounding the dwelling the parking provision has been excavated below ground. The height bulk and mass are out of proportion to the land area available. As previously stated there is no Flood Risk Assessment or Sequential Test provided. The proximity and potential impact on the Water Pumping Station are not addressed. There was presumably a reason that the area was left as green space when the facility was first installed.

Consequently, we object to this application because of the height bulk and mass in relation to the size of the plot, and flood risk concerns in particular relating to the below ground car park level.
